a result of initial production inspection will be considered prima facie evidence
that all augers accepted prior to the completion of initial production
inspection are similarly deficient unless evidence to the contrary is furnished
by the contractor and such evidence is acceptable to the contracting officer.

4.5.1 Examination.  Each auger shall be examined as specified in 4.6.1.
Presence of one or more defects shall be cause for rejection.
4.5.2 Tests.  Each auger shall be tested as specified in 4.6.2.10. Failure

4.6.2 Tests
Prior to test, the auger shall be
4.6.2.1 Test conditions (operating)*
lubricated with oils and greases as specified in 3.10.1. Oils shall be those
designated for use in the ambient temperature at which the test is being
performed.  All tests except 4.6.2.7 and 4.6.2.9 shall be conducted with the
auger mounted on the applicable truck specified in 3.17, or 3.18.  All drilling
and measurements for test purposes shall be done with the truck on a level
surface.
4.6.2.2 Transmission speeds.  Operate the auger with the auger bit above the
ground and with the engine at full-load governed speed. All forward speeds and
the reverse speeds shall be used.  Measure the revolutions per minute of the
boring bar while operating in first gear and highest gear. Rotation of the
boring bar at a speed greater than 40 rpm in first gear or less than 120 rpm in
highest gear shall constitute failure of this test.
