Technical Control. Technical control refers to the specialized
6.3.1
guidance provided, and direction exercised by the GTA in matters relating to
the planning of, preparation for, conduct of, and evaluation of the results
of tests specified by this document. Such control includes, but is not
limited to:
a. Authority to alter or stop tests whenever:
(1) Dictated by safety considerations.
(2) There is danger of interference with projects of higher
priority.
(3) Test articles do not comply with contractually invoked
specifications.
(4) Continuation Of the tests would result in unwarranted ex-
penditures of Government funds or property.
(5) Previous test results indicate this to be a prudent course
of action~
Technical direction. Technical direction is defined as including
6.3.2
the formulation of general test programs and detailed test plans, the pre-
paration of articles to be tested, the prosecution of article testsj the
evaluation of test data, the reporting of test results, and the reorienta-
tion of the test program and plans based on these data.
Modification. A modification is defined as any change representing
6.3.3
an improvement of the target or missile to serve a new end which alters the
performance of the target or missile.
Alteration. Alteration is defined as any change representing an
6.3.4
improvement of the missile or target without serving a new end which does
not change the performance of the missile or target.
