2.3 Order of precedence. In the event of a conflict between the text of this specification and
the references cited herein, (except for associated detail specifications, specifications sheets or
MS standards), the text of this specification shall take precedence. Nothing in this specification,
however, shall supersede applicable laws and regulations unless a specific exemption has been
obtained.
3. REQUIREMENTS
3.1 Description. The distributors shall consist essentially of a gasoline or diesel engine,
bitumen transfer pump, and metering device mounted on a two-wheel pneumatic-tired trailer.
All controls, accessories, and other components necessary for all operations specified herein
shall be provided. The type I distributor shall have a full circulating spraybar, and the type II
distributor shall be furnished without spraybar. The trailer chassis shall provide mobility for
towing the distributor by truck on graveled roads and paved highways at speeds specified herein,
without any damage or permanent deformation to the distributor, bottoming of the suspension, or
loosening of any components. Except as specified herein, the distributor automotive type
components, assemblies, and accessories shall be construed as "commercial automotive
products", and they shall comply with all Federal Motor Vehicle Safety Standards applicable on
the date of manufacture to nonmilitary, nonexport motor vehicle product.
3.1.1 Weights and dimensions. The gross vehicle weight (GVW) of each distributor shall
include the weight of the distributor in operating condition with all attachments, equipment, and
accessories. The physical characteristics of each distributor shall be as specified in table I, when
the distributor is in travel position on level ground, and the inflation pressure of the tires is as
recommended in the T&RA Yearbook and Supplementary Service Data Book for GVW
operation at highway speeds.
