(DD Form 1423) must be prepared to obtain the data, except where DOD FAR Supplement 27.475-1
exempts the requirement for a DD Form 1423.

The above DIDs were those cleared as of the date of the specification. The current issue of
DoD 5010.12-L, Acquisition Management System and Data Requirements Control List (AMSDL), must
be researched to ensure the only current, cleared DIDs are cited on the DD Form 1423.
6.4 First article. When a first article inspection is required, the item(s) should be a production model.
The first article should consist of one or more units. The contracting officer should include specific
instructions in acquisition documents regarding arrangements for examinations, approval of the first article
test results and disposition of the first articles. Invitation for bids should provide that the Government
reserves the right to waive the requirement for samples for first article inspection to those bidders offering a
product which has been previously acquired or tested by the Government, and that bidders offering such
products, who wish to rely on such production or test, must furnish evidence with the bid that prior
Government approval is presently appropriate for the pending contract. Bidders should not submit
alternate bids unless specifically requested to do so in the solicitation.
6.5. Government-furnished property. The contracting officer should arrange to furnish the property
specified in 3.29.
6.6 Lubricants. MIL-STD-838 prescribes the policy for using specification-type products wherever
possible and provides specific requirements for potential use of non-standard proprietary products.
MIL-STD-838 is implemented by MIL-HDBK-113. The contracting officer should note that unless
otherwise authorized by the US Army Belvoir Research, Development, and Engineering Center
(ATTN: STRBE-VF), Fort Belvoir, VA 22026-5606, lubricants, fluids, and greases for ground
equipment systems must be restricted to those listed under MIL-HDBK-113, chapter 2.
6.7 Vehicle classification. The contracting officer should arrange to furnish a vehicle classification
specification sheet to the contractor and request the return of reviewed sheet to the Government. The
information thus obtained should be utilized to determine the weight classification numbers for the
distributor. The contracting officer should then request the contractor to apply the numbers to the
distributor. The use of a Government-furnished sign kit conforming to MIL-S-40626 should be utilized
where applicable (see 3.20.1).
6.9 Basic issue items. The contracting officer should arrange to furnish the Basic Issue Item List.
6.9 Technical information package (TIP). When required (see 6.2), the contractor shall complete and
submit a TIP within the timeframe specified depicting the distributor and its components exactly as it will
be furnished, subject to 3.19.3. Notation shall be made of all components which have not been in field use
