3.7 Workmanship.  The unit, including all parts and accessories, shall be
constructed and finished in a manner to ensure compliance with all the
requirements of this specification.  Particular attention shall be given to
neatness and thoroughness of soldering, wiring, marking of parts, plating,
painting, and freedom from burrs and sharp edges (see 4.6.1).
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection.  Unless otherwise specified in the
contract or purchase order, the contractor is responsible for the performance
of all inspection requirements as specified herein.  Except as otherwise
specified in the contract or purchase order, the contractor may use his own or
any other facilities suitable for the performance of the inspection
requirements specified herein, unless disapproved by the Government. The
Government reserves the right to perform any of the inspections set forth in
the specifications where such inspections are deemed necessary to assure
supplies and services conform to prescribed requirements.

4.2 Classification of inspection.

First article inspection (4.4)

4.3 Test conditions.
Unless otherwise specified, the units shall be
tested under the following standard conditions:

4.3.1.  Stabilization.  Temperature stabilization will have been attained
when the temperature of the part of the test item  O considered to have the
longest thermal lag does not change more than 3.6 F per hour.
4.4 First article inspection.  First article inspection shall consist of
all the examinations and tests listed in Table I in the sequence shown.
4.4.1 First article sample.  Unless otherwise specified, as soon as
practicable after the award of the contract or order, the manufacturer shall
submlt one unit.  The unit shall be representative of the construction,
workmanship, components, and materials to be used during production.
4.4.1.1 Upon completion of the first article inspection, all applicable
inspection reports will be forwarded to the government quality control
representative (see 6.2).
4.4.1.2 Following acceptance by the government activity, the first article
sample may be delivered as one of the units of supply under the contract.
Approval of the first article sample shall not relieve the contractor of his
obligation to meet the requirements of the specification for the remaining
units being furnished under the contract.
