3. REQUIREMENTS
3.1 Description. The dump semitrailer shall be as specified herein and on the applicable
specification shall (see 1.2). The complete dumper vehicle shall include the following:
(1)
Dump Body (see 3.4).
(2)
Hydraulic hoist system (see 3.6 thru 3.8).
(3)
Semitrailer components (see 3.9).
(4)
Towing prime mover vehicle and components, when applicable (see 3.1.3).
The semitrailer, including attachments, equipment, and accessories, shall be the manufacturer's
standard or optional items which meet or exceed the requirements as specified herein.
Established component and vehicle ratings shall be manufacturer's published rating. Component
and vehicular ratings shall not be raised to meet the requirements of this specification. The
semi-trailer shall be a commercial motor vehicle product, complying with all DOT Federal
Motor Vehicle Safety Standards and DOT Federal Motor Carrier Safety Regulations applicable
on date of manufacture to nonmilitary, nonexport motor vehicle products. The semitrailer
vehicle identification number shall be in accordance with TTMA RP No. 56. All parts having
the same manufacturer's part number shall be functionally and dimensionally interchangeable.
Unless otherwise specified in procurement documents, vehicle components shall be as
represented and rated in the manufacturer's technical data, and mounted equipment and body
shall be as represented and rated in the equipment and body manufacturer's technical data.
Technical data shall be limited to specifications and technical material identical to that furnished
to the authorized company representatives for selection of the procurement activity prior to
delivery of the items (see 6.7).
3.1.1 Vehicle weights and dimensions. The dump semitrailer weights and dimensions shall
be in accordance with table I and DOT 49CFR567 and 568, Certification. The ratings shall be in
accordance with TTMA RP No. 39 and No. 53. The dimensions shall be in accordance with
SAE J1100 and SAE J701, and as shown in figure 1. The curb weight shall include the weight of
the semitrailer in operating condition with all attachments, equipment, and accessories, except
for exclusion of the power-takeoff and other components intended for installation on the
truck-tractor. The GVWR shall include the curb weight and the specified payload required in
table I and the applicable specification sheet. The payload shall be evenly distributed over the
dump body area. The physical characteristics of the semitrailer shall be as specified in table I,
when the floor of the semitrailer body is in travel position on level ground, and the inflation
pressure of the tires is as recommended in the TRA Year Book for GVWR operation at highway
speed.
