4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection. Unless otherwise specified in the contract, the contractor
is responsible for the performance of all inspection requirements as specified herein. Except as
otherwise specified, the contractor may use his own or any other facilities suitable for the
performance of the inspection requirements specified herein, unless disapproved by the
Government. The Government reserves the right to perform any of the inspections set forth in
the specification where such inspections are deemed necessary to assure supplies and services
conform to prescribed requirements.
4.1.1 Government vertification. Quality assurance operations performed by the contractor
will be subject to Government verification at unscheduled intervals. Verification will consist of
observation of the operations to determine that practices, methods, and procedures of the
contractor's inspection are being properly applied. Failure of the contractor to promptly correct
product deficiencies discovered shall be cause for suspension of acceptance until corrections
have been made or until conformance of product to specification criteria has been demonstrated.
4.1.2 Component and material inspection. The contractor is responsible for insuring that
components and materials used are manufactured, examined, and tested in accordance with the
referenced documents.
4.2 Classification of inspection. Inspection shall be classified as follows:
(a)
First article semitrailer inspection (see 4.3).
(b)
Quality conformance inspection (see 4.4).
(c)
Inspection of packaging for delivery (see 4.6).
4.3 First article semitrailer inspection. Prior to examination or tests, the semitrailer shall be
lubricated with lubricants specified in 3.12, and tires shall be inflated to T&RA recommended
pressure. The hydraulic system shall be filled with oil specified in 3.7. Prior to examination and
test, the semitrailer shall be run-in in accordance with the contractor's standard procedure. No
maintenance shall be performed on the semitrailer throughout the test specified in 4.5.2, except
scheduled maintenance specified in the dump semitrailer manuals.
4.3.1 Examination. The semitrailer shall be examined for the defects marked "X" in
column 1 of table IV. Presence of one or more defects shall be cause for rejection.
