4.2 Classification of inspections. Classification of inspections shall be as follows:
a.
First article inspection (see 4.4).
b.
Quality conformance inspection (see 4.5).
c.
Control tests (see 4.6).
d.
Comparison tests (see 4.7).
4.3 Inspection conditions. Unless otherwise specified herein, all inspections shall be
performed in accordance with ambient test conditions of 73 + 18F, 28.5 + 2.5 inches of mercury,
and relative humidity of 50 + 30 percent.
4.4 First article inspection.
4.4.1 Preproduction inspection tests. When specified (see 3.1), a preproduction semitrailer
shall be inspected and tested as specified in table IV. Testing shall be conducted by the
Government at a Government proving ground.
4.4.1.1 Initial production inspection. Unless otherwise specified, to determine conformance
to 3.1.1, after completion of the first production trailer inspection described herein, two additional
trailers shall be selected by the Government from the first month's production (or from the first
10 trailers produced). The trailers shall be subjected to initial production inspection (IPI)
specified in table IV. The trailers shall be tested with either an actual or simulated payload except
the first and last 50 miles shall be without payload. IPI is to be performed by the Government.
The contractor shall expeditiously furnish repair parts to adequately support the test. Trailer
breakdown due to poor quality of workmanship or material, or failure of the contractor to comply
with a specification or drawing requirement, shall not be the basis for adjustment of the contract
delivery schedule or the contract price. When specified (see 6.2) the contractor shall recondition
each test trailer to like-new condition (see 6.9) upon test completion.
4.4.1.1.1 Failure. Failure of any specimen to pass the specified tests shall be cause for the
Government to withhold preproduction or initial production approval until action by the
contractor to correct defects and prevent recurrence has been approved by the Government.
4.4.2 First production trailer inspection.
4.4.2.1 Joint inspection. When the first production trailer is completed, joint inspection will
be conducted by contractor personnel and government representative(s) to evaluate conformance
of materials and workmanship to requirements of specified documents. The trailer, suspension,
and electrical components shall be available for inspection. These inspections shall be made at
contractor or subcontractor facility prior to application of primer and paint. Processing and
welding procedures, quality system, and inspection records shall be reviewed and evaluated during
this inspection.
