does not authorize submission of known defective material, either indicated
or actual, nor does it commit the Government to acceptance of defective
material.
4.1.2 Classification of inspection.  The inspection requirements specified
herein are classified as Quality Conformance Inspections (see 4.2). (First
"article, initial production, and life tests shall not be required by this
specification.)
4.2 Quality conformance inspection.  The contractor shall furnish all
samples and shall be responsible for accomplishing the quality conformance
inspection.  All inspection and testing shall be under the supervision of
the Government Inspector.  Contractors not having testing facilities
satisfactory to the procuring activity shall engage the service of a
commercial testing laboratory acceptable to the procuring activity.
Acceptance or approval of material during the course of manufacture shall
not be construed as a guarantee of the acceptance of the finished product.
Quality conformance tests shall consist of individual tests, examination of
product, and operational tests.
4.2.1 Individual tests.  Each test set submitted for acceptance shall be
subjected to the individual tests.  These tests shall be adequate to
determine compliance with the requirements of material, workmanship,
operational adequacy and reliability.  As a minimum, each test set shall
have passed the following tests:
a.
Examination of product.
b. Operational test.
4.2.1.1 Examination of product.  Each test set shall be examined carefully
to determine that the material and workmanship requirements have been met.
4.2.1.2 Operational test.  Each test set under test shall be operated
within the environmental conditions of 3.4 long enough to permit the test
set temperature to stabilize (not less than 30 minutes), to check
sufficient  characteristics, and record adequate data to assure required test
set operation.  Required test set operation shall include the performance of
a complete operational test and shall meet the detail requirements (see 3.6)
without a failure.  A complete operational test shall include the steps
listed in table II.  The requirements shown in part b of table II columns (3)
through (6) shall be met while the test set is performing tests tabulated in
columns (1) and (2).  The operation shall be checked at the test points shown
in column (5).
4.2.1.2.1 Malfunction during test. A failure of a test set shall be
considered as anything which causes malfunctioning of the test set.
Malfunctioning of the test set occurs when the requirements of columns (3)
through (6), part b of table II are not met. Should a failure occur, repairs
shall be made and the test started over.  Should repetitive failures occur,
corrective action (see 4.2.3) shall be taken to eliminate the defect(s) from
future test sets.  A record shall be kept of all failures.
4.2.1.2.2 Adjustments during test.  Only those adjustments shall be
permitted during the operational test which can be made by using controls
and adjusting devices which are accessible to the operator during normal use
of the test set.
