3.13 Basic issue items and commercial manuals. Each crane shall be
overpacked with:
(a) The items specified in the Basic Issue Items List.
(b) TWO copies of the Government approved commercial operator,

Parts, and Maintenance Manuals and Lubrication Order.
3,14 Certification. The manufacturer, and his component contractor
where applicable, shall provide, within the specified time frame (see 6.2),
certificates of conformance that the crane, components and materials
conform to the following to the extent specified herein:
(a)
Compliance with PCSA Standard No. 2.
(b)
Compliance with DOT FMVSS and MCSR.
(c)
Department of Labor (OSHA) Regulations.
(d)
Suitability for operation in the temperature range specified
in 3.2(d).
(e) Suitable for transport in a C-5A aircraft (3.2(j)).
(f) Electromagnetic interference characteristics (3.3.9).
3.15 Transportability data. The Government will collect and record
transportability data. The contractor shall make the crane available
to the Government for the required data determinations.
3.16 Identical items. All cranes furnished under this specification
shall be physically and mechanically identical to the first article
crane that is approved by the Government, except that product improve-
ments incorporated in the contractor's standard commercial product
lines are permitted at no cost subject to the following:
(a)
Physical and performance characteristics defined herein have
not been infringed.
New components involving Government selected repair parts
(b)
are directly interchangeable with the superseded component
or part.
The Government is notified of all changes and alterations
(c)
a minimum of 15 days in advance of production commitment
dates, and productions effectivity, by serial number
and date, has been identified.
Appropriate changes are issued to the Government validated
(d)
operating, maintenance, and parts manuals.
