4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3
and 5. The inspection set forth in this specification shall become a part of the contractor's overall
inspection system or quality program. The absence of any inspection requirements in the
specification shall not relieve the contractor of the responsibility for assuring that all products or
supplies submitted to the Government for acceptance comply with all requirements of the
contract. Sampling in quality conformance does not authorize submission of known defective
material, either indicated or actual, nor does it commit the Government to acceptance of
defective material.
4.2 Government verification. Quality assurance operations performed by the supplier
will be subject to Government verification at unscheduled Intervals. Verification will consist of
observation of the operations to determine that practices, methods, and procedures of the
supplier's inspection are being properly applied. Failure of the supplier to promptly correct
product deficiencies discovered shall be cause for suspension of acceptance until correction has
been made or until conformance of product to specification criteria has been demonstrated.
4.3 First production vehicle inspection. The first vehicle produced under the contract
shall be inspected by the contractor at his plant under the direction and in the presence of
Government representatives. The purpose of the inspection shall be to determine vehicle
conformance to the contract. Acceptance of the first production vehicle shall not constitute a
waiver by the Government of its rights under the provisions of the contract.
4.3.1 Road test. The first production vehicle shall be loaded with a minimum payload as
defined in table I and driven for not less than 50 miles over snow, sand or dirt. During the road
test, at least 20 short radius right turns, 20 short radius left turns, and 10 sudden stops shall be
completed, and conformance to 3.3.3, 3.3.4, and 3.3.5 shall be determined. Throughout the test,
the vehicle shall be observed as to its trackability, ease of handling and tendency to yaw or sway.
Upon completion of the road tests, the vehicle shall be inspected for misalinement, distortion or
other damage sustained as a result of the testing. Undesirable performance and any damage
resulting from the tests shall be cause for rejection.
4.3.2 Ground pressure. The carrier, in both empty and loaded states, shall be weighed
and examined to determine conformance to the ground pressure requirements of table I. Ground
pressure shall be calculated by using the following formula:
