d.  After exposure in accordance with Method 6161 of Federal Test
Method Standard No. 141, for one year in Florida or the equivalent, labels
shall be removable from painted metal surface, without leaving adhesive
residue or damaging the painted metal surface.
e. At the time labels are applied to the dispenser surface or cover,
label and cover and vehicle surfaces shall have a minimum temperature of
60F., or application shall be in accordance with the label manufacturer's
recommendations.
3.5 Loading
3.5.1 Rail Shipment.  Loading of the dispenser on open top single or
l
multilevel railroad cars shall be in accordance with the applicable
requirements of TM 55-1095-205-14, "Transportability Guidance, Dispenser,
Mine: Ground Vehicle, M128". The quantity of units to be loaded on each
railcar, the type of railcar, and the applicable transportation data shall be
as authorized by the responsible Government transportation office (or officer).
3.5.2 Highway Shipment. Loading of dispenser for shipment by highway
shall be in accordance with the applicable requirements of TM 55-1095-205-14,
"Transportability Guidance, Dispenser, Mine: Ground Vehicle, M128".
3.5.3 Marine Shipment. (Unless otherwise specified) dispenser production
contractor or rebuild activity is not responsible for this requirement;
shiploading activities shall accomplish this requirement. Loading of
dispenser for shipment by water shall be in accordance with the applicable
requirements of TM 55-1095-205-14, "Transportability Guidance, Dispenser,
Mine:  Ground Vehicle, M128".
3.5.4 Air Shipment.  Loading of the dispenser for movement by air shall
be in accordance with the applicable requirements of TM 55-1095-205-14,
"Transportability Guidance, Dispenser, Mine: Ground Vehicle, M128".
QUALITY ASSURANCE PROVISIONS
4.
4.1 Responsibility for Inspection. Unless otherwise specified in the
contract or purchase order, the contractor is responsible for the performance
of all inspection requirements as specified herein. Except as otherwise
specified in the contract or order, the contractor may use his own or any
other facilities suitable for the performance of the inspection requirements
specified herein, unless disapproved by the Government. The Government
reserves the right to perform any of the inspections set forth in the
specification where such inspections are deemed necessary to assure supplies
and services conform to prescribed requirements.
4.2 First production dispenser. One of the first ten (10) production
processed dispenser shall be subjected to the examinations specified in 4.4.2
and tested as specified in 4.5.1.
