The transmission sequence shall be such that the control bit is
transmitted first. All data shall be least significant bit
justified and logical zeros shall be inserted into the remaining
most significant data bits beyond the resolution requirements-
The binary bearing word for zero degrees shall be equivalent to
the binary word for 360.00 degrees and shall consist of all
logical zeros. The parity bit is assigned a value such that the
total number of ones in the 20-bit word is odd.
