4.1.1 Responsibility for compliance.  All items must meet all require-
ments of Sections 3 and 5.  The inspection set forth in this specification
shall become a part of the contractor's overall inspection system or
quality program.  The absence of any inspection requirements in the speci-
fication shall not relieve the contractor of the responsibility of assuring
that all products or supplies submitted to the Government for acceptance
comply with all requirements of the contract.  Sampling in quality confor-
mance does not authorize submission of known defective material, either
indicated or actual, nor does it commit the Government to acceptance of
defective material.
4.2 Classification of inspections.  The inspection requirements spec-
ified herein are classified as follows:
a.
First article inspection (see 4.3).
Quality conformance inspection (see 4.4).
b.
4.3 First article inspection.  Unless otherwise specified in the
contract or purchase order, the contractor shall furnish a first article
sample of 50 projectiles to the testing activity designated in the contract
or purchase order for first article inspection and approval (see 6.2.2 and
6.3).  First article approval is valid only on the contract under which it
is granted, unless specifically extended by the contracting activity to
other contracts.  The first article sample shall be manufactured using the
same methods, materials, processes, and procedures proposed for production.
Any production prior to approval of the first article samples shall be at
the risk of the contractor.  After approval of the first article sample,
changes in material, processes, procedures, or design shall require prior
written approval from the contracting activity and requalification may be
required.  A first article sample shall be submitted to the testing acti-
vity designated in the contract or purchase order for first article inspec-
tion and approval (see 6.3).  The first article shall be selected at the
beginning of regular production and shall consist of:

Bodies, unhanded

Body and rotating band assemblies (uncoated)

Body and rotating band assemblies (painted)

Nozzle discs

Standard panels
First article sample lot identification shall be in accordance with
MIL-STD-1168.
