manufacturers in connection with specific acquisition functions should be
obtained from the contracting activity or as directed by the contracting
officer.)
2.2 Non-Government publications. The following document(s) form a part of
this specification to the extent specified herein. Unless otherwise specified,
the issues of the documents which are DoD adopted are those listed in the issue
of the DODISS cited in the solicitation. Unless otherwise specified, the issues
of documents not listed in the DODISS are the issues of the documents cited in
the solicitation (see 6.2b).

organizations that prepare or distribute the documents. These documents may also
be available through libraries or other informational services.)
2.3 Order of precedence. In the event of a conflict between the text of
this specification and the references cited herein, the text of this document
shall take precedence. Nothing in this document, however, supersedes applicable
laws and regulations unless a specific exemption has been obtained.
3.
REQUIREMENTS
3.1 Qualification. The regulators furnished under this specification shall
be products which are authorized by the qualifying activity for listing on the
applicable qualified products list at the time of award of contract (see 4.3 and
6.4).
3.2 First article. When specified (see 6.2), the regulator shall be
subjected to first article inspection (see 6.5) in accordance with 4.4.
3.3 Selection of specifications and standards. Specifications and standards
for necessary commodities and services not specified herein or in applicable
detail specifications, shall be selected in accordance with
MIL-STD-970.
3.4 Parts, materials and processes. In the selection of parts, materials
and processes, fulfillment of major design objectives shall be the prime
consideration. Materials shall conform to referenced specifications and shall be
as specified herein and on referenced drawings. Materials which are not covered
by specifications, or which are not specifically described herein, shall be of
the best quality, of the lightest practicable weight, and suitable for the
purpose intended.
