6.3 Definitions.
6.3.1 Improved road. An improved road is smooth, hard surface road, such as a concrete or
asphalt paved highway.
6.3.2 Unimproved road. An unimproved road is an unpaved unstabilized road with an
undulating surface having occasional chuckholes and exposed rocks.
