3.11.3.5 Responsibility for Changes.  Acceptance by the
approving activity of changes to the first article test starter
does not relieve the manufacturer of full responsibility for the
results of such changes on any starter characteristic.
4.
QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for Inspection.  Unless otherwise specified
in the contract, the contractor is responsible for the
performance of all inspection requirements as specified herein,
Except as otherwise specified in the contract, the contractor may
use his own facilities or any other facilities suitable for the
performance of the inspection requirements specified herein,
unless disapproved by the Government.  The Government reserves
the right to perform any of the inspections set forth in the
specification where such inspections are deemed necessary to
assure supplies and services conform to prescribed requirements.
4.1.1  Classification of Inspection.
Inspection and testing
shall be classified as follows and as listed in Table II.
a.  First Article Inspection.  First Article tests are those
tests which verify that equipment being supplied demonstrates
compliance with the requirements of this specification.  The
right is reserved by NAVAIRSYSCOM to require any additional tests
deemed necessary to determine compliance with this specification.
b.
Quality Conformance Inspection.
(1) Acceptance Test.  Acceptance tests are those tests
accomplished on each equipment manufactured and submitted for
acceptance under a production contract.
(2) Sampling Tests.  Sampling tests are those tests
conducted on production samples to assure that production
equipment being delivered are identical to approved units and
meet all the requirements of this specification.
4.2 First Article.  Equipment will be considered acceptable if
the verification samples successfully complete the first article
tests of this specification as designated by Table II and upon
acceptance by the approving activity of the maintenance and
reliability plan.
4.2.1  Verification Test Sample.  The first article test sample
shall consist of (a) two starter/APUs which have successfully
completed the acceptance tests by the contractor; (b) a mating
plug for each electrical connector, used on each unit; (c) the
test report described in 4.2.6; and (d) two sets of component
wiring diagrams, outline drawings, detail assembly drawings with
