3.9.2 Warning light bar with integral speaker. When specified (see 6.2), in lieu of the
warning light specified in 3.6 and the speaker specified in 3.9.1, a warning light bar with integral
speaker shall be furnished. The light bar shall include 2 red warning lights, one on each end, and
shall be located so as to present minimum interference to any spotlight beam sweep (see 3.8).
Control illumination and visibility shall be as specified in 3.6. At the option of the manufacturer,
or when specified (see 6.2), the warning light bar shall be removed for shipment after the first
production vehicle inspection (see 4.3). When removed, the light and mounting devices shall be
packaged and stowed within the vehicle. Provisions for reinstalling the light bar, including
access to light wiring shall be provided. The integral speaker shall be of weatherproof design.
3.10 Servicing and adjusting. Prior to acceptance of the vehicle by the Government, the
contractor shall service and adjust each vehicle for operational use including at least the
following: alinement of lights; adjustment of the engine, electrical, and brake systems; filling
and charging of the battery; alinement of the front wheels; inflation of all tires; complete
lubrication of the chassis, engine, and running gear with grades of lubricants recommended for
the ambient temperature at the vehicle delivery point; servicing of the cooling system with a
solution of ethylene glycol type antifreeze and water in equal parts by volume; and servicing of
the windshield washer reservoir with water and appropriate additives.
3.11 Workmanship. Defective components or parts and assemblies which have been
repaired or modified to overcome deficiencies shall not be furnished.
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection. Unless otherwise specified in the contract, the contractor
is responsible for the performance of all inspection requirements (examinations and tests) as
specified herein. Except as otherwise specified in the contract, the contractor may use his own or
any other facilities suitable for the performance of the inspection requirements specified herein,
unless disapproved by the Government. The Government reserves the right to perform any of
the inspections set forth in the specification where such inspections are deemed necessary to
assure that supplies and services conform to prescribed requirements.
*  4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3
and 5. The inspection set forth in this specification shall become a part of the contractor's
overall inspection system or quality program. The absence of any inspection requirements in the
specification shall not relieve the contractor of the responsibility for ensuring that all products or
supplies submitted to the Government for acceptance comply with all requirements of the
contract. Sampling inspection as part of manufacturing operations, is an acceptable practice to
ascertain conformance to requirements, however this does not authorize submission of known
