4. QUALITY ASSURANCE PROVISIONS
* 4.1 Responsibility for inspection. Unless otherwise specified in the contract, the contractor
is responsible for the performance of all inspection requirements (examination and tests) as
specified herein. Except as otherwise specified in the contract, the contractor may use his own or
any other facilities suitable for the performance of the inspection requirements specified herein,
unless disapproved by the Government. The Government reserves the right to perform any of
the inspections set forth in the specification where such inspections are deemed necessary to
assure supplies and services conform to prescribed requirements.
* 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3
and 5. The inspection set forth in this specification shall become a part of the contractor's overall
inspection system or quality program. The absence of any inspection requirements in the
specification shall not relieve the contractor of the responsibility for ensuring that all products or
supplies submitted to the Government for acceptance comply with all requirements of the
contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to
ascertain conformance requirements, however, this does not authorize submission of known
defective material, either indicated or actual, nor does it commit the Government to acceptance
of defective material.
4.2 Government verification. Quality assurance operations performed by the contractor will
be subject to Government verification at unscheduled intervals. Verification will consist of
observation of the operations to determine that practices, methods, and procedures of the
contractor's inspection are being properly applied. Failure of the contractor to promptly correct
product deficiencies discovered shall be cause for suspension of acceptance until correction has
been made or until conformance of product to specification criteria has been demonstrated.
4.3 First vehicle preliminary inspections.
4.3.1 Welding procedure and workmanship specimen evaluation. Prior to the start of
fabrication of the sub floor, body, turntable, pedestal, outriggers, and boom assemblies, an
inspection shall be conducted by the Government to evaluate workmanship specimens and
welding procedures.
4.3.1.1 Macro-etching. Workmanship specimens shall be cross-sectioned and
macro-etched. Both parts of the specimens shall be made available to the Government
representative for examination.
4.3.2 In-process inspection of body and components. The first completely assembled body
and components (subframe, turntable, pedestal, outriggers, boom assemblies, and basket) shall
receive an in-process inspection by the Government prior to prime painting. The inspection shall
