REQUIREMENTS

3.1 Description.  Each earth auger shall be self-contained and shall consist
essentially of a diesel engine, a power transmission system and boring
assembly.  The augers shall be equipped with pole-setting equipment and a
collapsible wire reel.  The augers, except as modified to meet special military
requirements specified herein, shall be the latest model of the standard product
of the manufacturer, and shall have been marketed commercially for at least 1
year prior to the opening of the technical proposal or bids (see 6.10). In
addition to the above, the augers shall be complete with all components
furnished as standard equipment that is customarily offered with augers of this
type whether stipulated herein or not, together with such attachments as may be
necessary to enable the augers to function reliably and efficiently.  Each auger
(less carrier) with components shall not exceed the following overall dimensions:
17 feet, 6 inches.

3.1.1 Operational requirements and conditions.  The augers shall perform all
operational requirements specified herein at any temperature from plus 32 F to
plus 125 F without exceeding any of the minimum or maximum operating
temperature requirements specified herein.
3.2 First article (reproduction model).  The contractor shall furnish one or
more augers as specified (see 6.2), for examination and testing within the time
frame specified (see 6.2), to prove prior to starting production that the prod-
