for a minimum of 1 year and shall include identification of the component or part previously used. The TIP
shall be submitted with all bids and proposals. Copies of the TIP are available from the Belvoir Research,
Development and Engineering Center, ATTN: STRBE-FMT, Fort Belvoir, VA 22060-5606.
6.10 Technical manuals. The requirement for technical manuals should be considered when this
specification is applied on a contract. If technical manuals are required, military specifications and
standards that have been cleared and listed in DOD 5010.12-L, Acquisition Management Systems and Data
Requirements Control List (AMSDL) must be listed on a separate Contract Data Requirements List
(DD Form 1423), which is included as an exhibit to the contract. The technical manuals must be acquired
under separate contract line item in the contract.
6.10.1 Technical manual approval. The contracting officer should arrange for the technical manuals
to be submitted to TACOM (AMSTA-MD) for review and approval.
6.11 Transportability report. When specified (see 6.2), the contracting officer should arrange for the
contractor to furnish a transportability report in accordance with AR 70-47 and S.O.P 70-38 for the
distributor 95 days prior to delivery of the first article distributor.
6.12 DCA test development. The contracting officer shall arrange for the contractor to grant the
Government access to 7-10 distributors for test and development of algorithm constants/limits for the
following dynamic STE/ICE-R tests:
a.
Engine power.
b.
Compression unbalance.
c.
Starter current first peak.
d.
Internal battery resistance.
e.
Starter circuit resistance.
f.
Battery resistance change.
The distributors, support personnel and indoor facilities must be available for three consecutive 5 work
weeks. The distributors selected for test should be in like new condition, in production configuration, with
vehicle engines having break-in road mileage of not less than 200 miles.
6.12.1 DCA design approval. The contracting officer should arrange for the DCA design to be
submitted to TACOM (AMSTA-MD) for review and approval.
