components or assembly where applicable, battery, wearing parts of lift and
tilt mechanism, brakes and components, wear parts of steering assembly, tires,
wheels, lights, and horn, without the removal of any major parts other than
covers or requiring special tools.  If hand access openings are used on the
exterior of the truck, the edges of each opening shall be smooth and the
opening shall be provided with a removable or hinged cover, whenever it is
required.  Covers shall be provided with captive, hand operable fasteners.
Minimum service access openings shall be in accordance with SAE J925.  There
shall be no interference with the servicing or draining of oils and lubricants
to or from any assembly or components by frame members or other obstructions.
Drain holes with removable drain plugs shall provide for complete drainage
without disconnection of hoses.  Drain outlets shall provide for drainage into
a receptacle.  All fuses/circuit breakers shall be readily accessible without
removal of other components.
3.8  Maintenance operations .  Unless otherwise specified herein, each
operation in the following maintenance operations list shall be accomplished
by one man in not more than the tire specified, using common tools and special
tools, if any, furnished with the truck.

3.9  Hydraulic system .  The hydraulic system shall consist of all hydraulic
components necessary for operation of the load handling means system and shall
not include break operations.  All hydraulic system component material shall
be compatible with MIL-L-2104.  The system shall provide for lowering of
capacity load at a speed not to exceed 80 FPM in the event of or damage to
hydraulic hose(s) supplying the lift cylinder.  A pipe tap or straight thread
O-ring test point for measuring pressure shall be located at the outlet of
each pump or pressure inlet of each control valve.  Hydraulic hose(s) shall
have a working pressure which is greater than the hydraulic system maximum
relief valve setting.  A system filter shall be furnished in either the
suction or return line.  The system filter shall meet the requirement of SAE J
931a.  Hose reels shall be mounted such that they are within the plan outline
of the truck.  Positive means shall be furnished to prevent cavitation of the
lift cylinder.
