4.6.3 Insulation resistance (M103). After the completion of the specified
conditioning period (see 3.3.3), measure the insulation resistance between
each circuit and every other circuit, not connected by design, and to
ground (defined in 3.3.3). The insulation resistance measurements shall
be made, using an instrument having the minimum requirements specified in
4.4.3, in accordance with the following tabulations. Any measured resistance
less than 500 megohms shall constitute a defect.
