applied rates are removed.

The voltage from connector 2J2-8 to 2J2-9 shall
increase to a minimum of 4.0Vdc within 8 and 14 seconds, respectively,
when the applied rates are removed. (The azimuth detector input and the
servoed repeater otput shall be not less than 4 apart for requirement
validity.)
