3.9 Homogeneity of material.  The material used to manufac-
ture the parts and assemblies shall be uniform in structure or
composition throughout.  The presence of spots of 1/16 inch or
larger diameter or any spot which completely permeates through
the entire thickness of the part or assembly shall indicate
non-homogeneity .  The presence of thin membrance-like areas
shall indicate non-homogeneity.  The top and bottom halves
shall not exhibit non-homogeneities including cracks, splits,
cuts, tears, rips or holes when tested as specified in 4.5.7.
The Government shall establish visual standards prior to
production with the assistance of the contractor.
3.10  Process description.
A process control document,
including a complete process description in accordance with
DI-P-1604 (Modified) is required.  Government review of the
process control document is required prior to initiation of
production.
3.11 First article inspection.  This specification contains
technical provisions for first article inspection.  Requirements
for submission of first article samples by the contractor shall
be as specified in the contract.
3.12 Workmanship.
3.12.1 Container parts and assemblies. The container parts
and assemblies shall be free of dirt, grease, cracks, splits,
cuts, tears, rips, holes, soft spots, seam separations or
foreign materials.
3.12.2  Packaging.  The packaging shall be free from foreign
material.  The boxes shall be assembled without undue binding
and no flap shall project beyond the edge of the box when
closed .

QUALITY ASSURANCE PROVISIONS
contract or purchase order, the contractor may use his own or
any other facilities suitable for the performance of the
inspection requirements specified herein, unless disapproved by
the Government.  The Government reserves the right to perform
any of the inspections set forth in the specification where
such inspections are deemed necessary to assure supplies and
