4.2.9 Fuel capacity.  The operating time per tank full of fuel shall
be calculated based on normal operation. Normal operation shall be
based on 3 hours of road operation at not less than 40 mph and 5 hours
of crane operation.
4.3 Test report.  The manufacturer shall prepare and submit the
first article test report to the contracting officer for approval within .
the time frame specified (see 6.2).  This report shall include a
detailed description of the conformance examination and demonstration
performed, deficiencies encountered, and actions taken to correct the
deficiencies.
4.4 Production run-in.  Each production crane shall be tested as
follows. Inability to complete the operation, overheating, malfunction,
leakage of fluid, or failure of any components shall be cause for
rejection of the crane by the Government until such malfunction is
corrected
4.4.1 Craning.  Perform hoisting, swinging, and lowering operations
-
using primary and secondary hoist drums for a period of 10 minutes on
each drum. Rated line pull shall be used.
4.4.2 Rotation.  Without a load, revolve the superstructure clockwise
for a period of 5 minutes. Repeat counterclockwise
4.4.3 Roading.  Drive the crane for a distance of not less than 2 miles
at speeds up to and including 40 miles per hour.  Operate all lights,
horn; and brake system, not less than two times during this test.
4.4.4 Boom. Extend fully and retract the boom five times. Raise
and lower an extended boom five times.
PACKAGING
5.
5.1 Preservation, packing, and marking.  Each complete crane and all
items issued with the crane shall be suitably preserved and packed for
retail distribution directly to a using customer and in a manner to
assure carrier acceptance and safe delivery to the destination at
lowest rating in compliance with carrier rules and regulations
applicable to the mode of transportation.  In addition, the following
specific requirements shall be accomplished  Items with critical
surfaces required for fit or function shall be provided protection
by the use of preservative coating, volatile corrosion inhibitor, or
desiccated packs.  Items requiring protection from physical damage
shall be protected by wrapping, pack compartmentization, or carbonizing
