3.18.8  Cleaning of life support parts and systems.  All parts and systems
contained with the unit for use with oxygen and compressed air shall be cleaned
and tested for cleanliness in accordance with standards of the following
Duplications and procedures:  MIL-STD-767, MIL-STD-1246, MIL-STD-1330,
MIL-STD-1359, MIL-STD-1622, MIL-D-16791, NAVMAT P-9290, NAVMEDCOMINST 6260.3,
and NEDU Air and Oxygen Systems Cleaning Procedure for Organizational Level
Preventative and Corrective Maintenance.  Included in the cleaning procedure is
the requirement to perform an air purity sampling test after the last step of
the cleaning procedure is completed to insure that the parts and systems cleaned
meet the exposure limit values for breathing gas as stated in NAVMEDCOMINST
6260.3.
3.18.8.1 Conflicts.  If a conflict arises with regard to which procedure or
publication to use, the contracting officer shall be notified in writing by the
contractor prior to any work being done under this subparagraph.  The con-
tracting officer will formally contact in writing the Naval Experimental Diving
Unit (NEDU), Panama City, Florida, and request assistance to determine which
document or procedure takes precedence.
3.18.8.2 Documentation.  Documentation for cleaning procedures, and air purity
sampling tests procedures and results for the first article unit and each
production unit shall be provided to the Government.
4.
QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection.  Unless otherwise specified in the
contract or purchase order, the contractor is responsible for the performance of
all inspection requirements as specified herein.  Except as otherwise specified
in the contract or purchase order, the contractor may use his own or any other
facilities suitable for the performance of the inspection requirements speci-
fied herein, unless disapproved by the Government.  The Government reserves the
right to perform any of the inspections set forth in the specification where
such inspections are deemed necessary to assure supplies and services conform to
prescribed requirements.
4.1.1 Responsibility for compliance.  All items must meet all requirements of
sections 3 and 5.  The inspection set forth in this specification shall become a
part of the contractor's overall inspection system or quality program. The
absence of any inspection requirements in the specification shall not relieve
the contractor of the responsibility of assuring that all products or supplies
submitted to the Government for acceptance comply with all requirements of the
contract.  Sampling in quality conformance does not authorize submission of
known defective material, either indicated or actual, nor does it commit the
Government to acceptance of defective material.
4.1.1 Component and material inspection.  The contractor is responsible for
insuring that components and materials used are manufactured, examined, and
tested in accordance with referenced specifications and standards.
