2.3 Order of precedence. In the event of a conflict between the text of this
specification and the references cited herein, the text of this specification
shall take precedence.
3.
REQUIREMENTS
3.1 Description. The kettles shall consist essentially of a gasoline engine,
bitumen pump, melting tank with an outside furnace shell, removable-torch-type
fuel burner with fuel tank, and hand-spray-assembly mounted on a two-wheel
pneumatic-tired cart type trailer. All controls, accessories, and other
components necessary for all operations specified herein shall be provided.
Except as specified herein, the kettle automotive type components, assemblies
and accessories shall be commercial automotive products and they shall comply
with all Federal Motor Vehicle Safety Standards as specified herein, applicable
on the date of manufacture to nonmilitary, nonexport motor vehicle products.
3.1.1 Dimensions. The kettle shall conform to the dimensional requirements
specified in table 1.

3.2 First article (reproduction model). Unless otherwise specified (see
`
6.2) the contractor shall furnish one or more kettles for examination and
testing within the time frame specified, to prove prior to starting production
that his production methods and choice of design detail will produce kettles
that comply with the requirements of this specification. Examination and tests
shall be as specified in Section 4 and unless otherwise specified herein, all
examination and tests shall be conducted by the contractor subject to
surveillance and approval by the Government (see 6.5). When specified (see 6.2)
the Government will conduct any or all of the preproduction examination and
tests.
3.3 Material. Material shall be as specified herein (see 6.8). Material not
specified shall be selected by the contractor and shall be subject to all
provisions of this specification. Materials and special treatments utilized
shall provide resistance to corrosion. Dissimilar metals as defined in
MIL-STD-889 shall not be used in intimate contact with each other unless the
metals are protected against galvanic corrosion.
