4.0
Quality Assurance Provisions
4.1
Responsibility for Inspection - Unless otherwise specified in the
contract or purchase order, the supplier is responsible for the performance
of all inspection requirements as specified herein. Except as otherwise
specified in the contract or purchase order, the supplier may use his own
or any other facilities suitable for the performance of the inspection require-
ments specified herein, unless disapproved by the Government.  The Government
reserves the right to perform any of the inspections set forth in this document
where such inspections are deemed necessary to assure that supplies and
services conform to prescribed requirements.
4.1.1
Classification of Tests - Launchers shall be subjected to the following
tests to determine compliance with all applicable requirements.
(1) Preproduction Tests (4.2)
(2) Quality conformance inspection (4.3)
4.2
Preproduction Tests - Preproduction Tests are those tests which are
conducted by the contractor and the Government on the first ten launchers pro-
vided by production methods under contract.  These preproduction samples shall
have passed the individual test in 4.3.1, conducted by the contractor, prior to
their delivery to a laboratory facility designated by the procuring activity.
4.2.1
Scope of Test - The Preproduction Tests shall include all tests of
4.5 arranged in the same order.
4.2.2
PreProduction Approval - Approval of the preproduction samples shall
be by the procuring activity upon satisfactory completion of all tests. No
production equipment of lot samples shall be delivered prior to approval of the
preproduction samples.  Prefabrication of production equipment prior to the
approval of the production samples is at the contractor's own risk.
4.3
Quality Conformance Inspection - Acceptance of equipment shall be on
a lot basis.  Each lot shall be composed of equipment which has passed the
individual tests.  Acceptance Tests shall consist of the following:
(1) Individual Tests (4.3.1)
(2) Sampling Tests (4.3.2)
