clay, rubble and large boulders and shot rock having a largest diameter dimension
of at least 5-feet.
(f)
Perform short haul cycles on secondary roads of under 3-miles for at least 10 hours
per day.
(g)
Perform long haul cycles on secondary roads and sustained average high speeds of
minimum 44 mph on highways for a minimum of 200 miles per day.
(h)
While dumping, comply with DOT Noise Emission Standards (49 CFR 325) and
DOL OSHA stationary requirements on noise level of the semitrailer and contractor
furnished components.
3.3.3 Mobility characteristics. The dump semitrailer shall conform to the mobility
characteristics specified herein without malfunction, permanent deformation, or damage. The
semitrailer shall:
(a)
Travel over smooth primary paved highways at minimum 55 mph speed.
(b)
Travel over gravel and dirt surfaced secondary roads, haul roads, and trails at
minimum 30 mph speed.
(c)  Negotiate off-road terrain, grades, side slopes, mud, sand, and snow to and from
operational sites.
(d)  Negotiate hard bottom, creek water crossings at a minimum 20-inches deep without
immersion damage.
(e)  Negotiate highway V-ditches without damage (standard FHWA Bureau of Public
Roads type, 36-inches wide by 18-inches deep).
(f)  Withstand immobilization and tow-out operations.
(g)  With single axle, provide a minimum of 6-inches suspension articulation.
(h)  With multi-axles, provide a minimum of 8-inches suspension articulation between
all combinations of wheels, front-to-rear as well as diagonal.
(i)  Withstand truck tractor maneuvering resulting in pivot turning of the running gear
in place, both clockwise and counter-clockwise and provide truck-tractor jack-knife
clearance.
(j)  Comply with DOT FMCSR off-tracking tolerance.
(k)  Provide minimum braking performance in compliance with DOT FMVSS, DOT
FMCSR and the California Vehicle Code.
(l)  Provide braking system in accordance with TTMA RP No. 12 and RP No. 44,
including DOT legally applicable anti-lock requirements;
(m) Provide parking brakes capable of holding the applied wheels locked on
longitudinal grades up to 30 percents.
3.3.4 Rail transport. The semitrailer shall withstand all forces encountered in Trailer-on-
Flat-Car (TOFC) rail transport service without damage or permanent deformaton. For purposes
of rail transport, the cargo shall be at 50 percent of the payload specified in table I and the
applicable Specification Sheets, uniformly distributed over the body floor area, and with the
payload center of gravity at 36 inches above the semitrailer floor.
