REQUIREMENTS
3.
3.1 Materials.- Materials shall conform to applicable specifications as specified
herein. Materials which are not covered by applicable specifications shall be of the best
commercial quality of the lightest practicable weight, and entirely suitable for the
purpose intended.
Critical Materials. - If the materials specified in this specification, ap-

plicable applications, and/or drawings for the production of the subject item are criti-
cal materials as defined by the National Production Authority, the contractor shall list
such materials and notify the procuring agency as to its availability to the contractor.
In cases where material is difficult to procure, the contractor shall also prescribe which
critical or less critical material can be substituted without departing, revising, or
changing the original design and/or function of the subject item.  No substitution of such
material shall be permitted without prior written  approval of the procuring agency.
