vehicle. During normal operating conditions, the continuous-duty horsepower output required
by all components and accessories driven by the engine shall not exceed 75 percent of the full
throttle rating of the engine. The size and weight of the engine assembly shall be held to a
minimum consistent with the performance requirements specified herein.

3.5.1.1 Engine components. The engine shall be a four cylinder diesel engine. The
engine shall be equipped with at least the following components:
(a)
Self-starter, 12-volt
(b)
Air cleaner
(c)
Low oil pressure high water temperature, shutdown system
(d)
Fuel water separator system.
(e)
An engine hour meter, having a totalizing mechanism of not less than 9,999 hours
(f)
When power plant heaters are specified (see 3.4.1.6) a 300-watt immersion type
heater with 170F to 195F thermostat shall be installed in the oil pan through any
convenient opening.

3.5.1.2 Engine control panel. An engine accelerator, a key-operated starting (ignition)
switch, and a palm button starter shall be installed in a weather- and waterproof cabinet on a
control panel, and each shall be identified as to its function. The cabinet shall be provided with a
hinged cover with a latch and provisions for locking with a 1-inch padlock.

3.5.1.3 Fuel pump. A fuel pump shall be furnished on the engine, if required. When
lifting fuel against a head of 4 feet, the pump shall have sufficient capacity to supply the engine
at its maximum rated load. An in-line fuel filter shall be provided.
3.5.2 Hydrostatic drive system. A hydrostatic drive system shall be furnished to provide
infinitely variable speeds without the use of an intermediate gearbox or shifting of gears
throughout the speed range. The system shall develop a torque from 0 to 10,000 pounds. The
system shall have pressure override protection built into the pump for kelly bar and ring and
pinion gear sets. The system shall provide auger revolution range 0 to 180 revolution per minute
(rpm). The system shall use one common reservoir and hydraulic fluid.
3.5.3 Boring assemble.

3.5.3.1 Performance. The auger shall bore holes up to 36 inches in diameter and 10 feet
in depth in permafrost soil. The auger shall bore holes with a minimum variance of 53 degrees
from extreme rightmost to extreme left most positions with either a minimum of 30 degrees to
the right from center and 23 degrees to the left, or with a minimum of 23 degrees to the left from
center and 30 degrees to the right. The auger shall bore holes up to a minimum of 20 degrees
