3.13.1 Ground tool hose. Two 50-foot lengths of hydraulic wire braid hose with quick
disconnect, dripless couplers on both ends with caps for use on the ground level shall be
furnished. A warning shall be provided in the instruction plates (see 3.1.1.1.2) that the wire
braid hydraulic hoses shall not be used on or near electrical lines. The hose shall be furnished
with dust caps. The hose fittings shall be compatible with the tool outlet(s) specified in 3.13 and
with the tools specified in 3.13.2 through 3.13.5.
3.13.2 Hydraulic pole puller and jack. A hydraulic pole puller and a hydraulic jack shall
be furnished. The pole puller shall have the capacity to lift poles up to 55 feet in height for
size 55 and 70 feet in height for size 70, when the pole is in the ground to a depth of 12 feet. The
pole puller and jack shall have a lifting force of not less than 40,000 pounds and shall be capable
of vertically lifting the pole not less than 15 inches per cycle. A pole pulling chain, base plate,
and controls shall be provided. The jack shall be operated from the outlet in the curbside
compartment specified in 3.13. The hoses specified in 3.13.1 shall be utilized. Means shall be
provided to secure the pole puller and jack on the vehicle.
3.13.3 Hydraulic tamper. A hydraulically operated tamper shall be furnished. The
tamper shall be capable of tamping the earth around a pole when the pole is 12 feet in the
ground. The tamper shall be capable of delivering a force of not less than 25 pounds at not less
than 1,200 impacts per minute. A hydraulic control shall be furnished. The tamper shall be
operated from the ground tool outlet specified in 3.13 using the hydraulic hoses specified in
3.13.1. Provisions shall be made for stowage and securing of the tamper in a body cabinet
compartment.
3.13.4 Hydraulic capstan hoist. When specified (see 6.2), a hydraulic capstan hoist shall
be furnished. The hoist shall be equipped with quick disconnect, dripless fittings and shall
utilize hoses provided (see 3.13.1) and hydraulic power from the tool outlet (see 3.13). The
drum shall be one direction drive and shall have a backstop on the output shaft to prevent reverse
travel. Lowering will be accomplished by letting the rope slip on the drum. The capstan hoist
shall be complete with a link chain and screw clamp attachment device for mounting to surfaces
other than on a round pole. The hoist shall have a rated single line pull capacity of not less than
1,250 pounds on the bare drum. The hoist shall have a remote control, foot operated,
open-center valve. Suitable stowage area in the body shall be provided.

3.13.5 Hydraulic sump pump. When specified (see 6.2), a hydraulically driven,
submersible sump pump shall be furnished. The pump output capacity shall be not less than
300 gallons per minute (gpm) against a 10-foot head when operating at the hydraulic flow
provided by the system specified (see 3.13). The pump size shall permit placing the strainer in a
7-inch diameter hole. The pump weight shall be not more than 25 pounds. The pump shall be
provided with not less than a 6-inch diameter strainer. The pump shall be provided with not less
