3.4.9.3.1 Spare tire. An inflated spare tire mounted on a spare wheel or rim shall be
furnished. The spare tire shall be of the same size, tread design and ply-rating as the tires in use
on the vehicle.
3.4.10 Brakes. Manufacturer's standard power brakes shall be furnished. Brakes shall
conform to Federal Motor Carrier Safety Regulations 393.40 through 393.43 and 393.45 through
393.48. Brakes shall be operable at 46C (-50F).

3.4.11 Power steering. Power steering shall be furnished.
*  3.4.12 Windshield wipers and washers. The vehicle shall be equipped with dual-windshield
wipers and windshield washers. Windshield-wipers shall be multi-speed type and operated by
electric motor(s). When specified (see 6.2), intermittent wipers shall be furnished.
3.4.13 Bumpers. Front and rear bumpers shall be provided on the vehicle. Bumpers shall
be treated and painted the same color as the vehicle exterior.
3.4.13.1 Rear bumpers. The rear of the vehicle shall be provided with a safety-tread,
steel-plate type step of the folding type, or with a step built into the rear bumper. The step shall
extend 410 mm (16 inches) in width and shall have a step surface of not less than 100 mm
(4 inches) deep. The height of the step shall be approximately at the normal height of the bottom
edge of the bumper.
3.4.14 Tools. Each vehicle shall be furnished with tools required for exchanging mounted
tire assembly with the spare assembly and shall include at least a jack, jack handle, and
wheel-nut wrench. The jack shall be of such closed height as to permit its location under axle, or
other satisfactory lift point, at any wheel with a tire-flat. The jack, without blocking, shall be
capable of raising any wheel of loaded vehicle to a height adequate to permit removal and
replacement of wheel and tire assembly.
*  3.4.15 Air conditioning. When specified (see 6.2), an air conditioning system shall be
furnished for the driver's compartment and the rear cargo area. The driver's compartment shall
be furnished with an evaporator. When a second evaporator is needed for the cargo area, the
evaporator shall be mounted in an accessible location that does not interfere with servicing the
compartments, fully opening the doors, and opening and removing the drawers, installing and
removing the two containers, and the spare tire. Controls for the temperature and means to
control blower speeds shall be provided. When a second evaporator is not needed for the cargo
area, a means shall be provided to manually meter the conditioned air to the cargo area.
Evaporator(s) shall be furnished with adjustable louvers to direct the flow of air. The
condenser and the compressor shall be located in the engine compartment. The air conditioning
