MIL-STD-143.
When the requirements, this specification, and referenced docu-
ments are in conflict, the following precedence shall apply:
a.
This specification.  This specification shall have precedence over
all referenced documents.
b.
Referenced documents.  Any documents referenced in this specifi-
cation shall have precedence over all subsidiary documents ref-
erenced therein.
3.6 Workmanship.  The workmanship displayed in fabrication and assembly of
the charging valve shall be such as to assure, within design limitations, the
ability of the charging valve to meet its performance requirements under all
conditions specified herein.  Particular attention shall be paid to neatness
and thoroughness of assembly, marking of parts and assembly, plating, paint-
ing, machining, welding, brazing and freedom of parts from burrs and sharp
edges.  The standards of workmanship exhibited in the approved first article
sample, subject to any qualification stated in the Government's notice of
approval, shall determine the requirements of the remainder of the contract
relative to workmanship.
4.
QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection.  Unless otherwise specified in the con-
tract, the contractor is responsible for the performance of all inspection re-
quirements as specified herein.  Except as otherwise specified in the contract,
the contractor may use his own or any other facilities suitable for the per-
formance of the inspection requirements specified herein, unless disapproved by
the Government.  The Government reserves the right to perform any of the in-
spections set forth in the specification where such inspections are deemed nec-
essary to ensure that the supplies and services conform to prescribed require-
ments.
4.2 Classification of inspection.
The inspection of the charging valves
shall be classified as follows:
a.
First article inspection (see 4.4).
b.
Quality conformance inspection (see 4.5).
4.3 Inspection conditions,  Unless otherwise specified herein, all inspec-
tions shall be performed under the following conditions and tolerances.
d. Room temperature.
Room ambient of 25 1OC (77 18F) indicated.
b.
Test temperature.  All parts of the test item shall be stabilized
at the specified temperature 2.8C (5F) indicated prior to
conducting any operational tests.  Unless othewise specified
