3.4.17 Bumpers. Front and rear bumpers shall be provided. The bumpers shall be of
anodized aluminum section, stainless steel, or chrome-plated steel. The rear bumper shall
conform to Federal Motor Carrier Safety Regulation 393.86 and shall be as specified in 3.5.11.6.

3.4.18 Tools. Unless otherwise specified (see 6.2), the vehicle shall be furnished with
tools required for exchanging a mounted tire assembly with the spare assembly, and shall include
at least a hydraulic jack, jack handle, and wheelnut wrench. The jack, without blocking, shall be
capable of raising any wheel of the loaded vehicle to a height adequate to permit removal and
replacement of the wheel and tire assembly. When jack height exceeds the height under the
jacking location with the tire flat, run-up blocks shall be furnished. Storage provisions for the
tool equipment and tire chains shall be furnished. The stowage provisions shall be accessibly
located and weatherproof.

3.4.19 Controls and operating mechanisms. All controls and operating mechanisms shall
be located for left-hand drive. Controls shall be complete and conveniently operable by the
driver. Lever controls shall be designed and located to permit easy entrance and exit of the
operator to and from the driver's seat. Instruments and controls shall be identified as to their
function and installed in a manner to facilitate removal and servicing. Instruments shall be
provided with indirect illumination. The instrument panel shall be designed to preclude
windshield reflection of instruments.

3.4.20 Instrumentation. The vehicle shall be complete with at least all the controls,
indicators, and gages furnished as standard equipment by the manufacturer. All gages shall be
true and accurate. The following minimum equipment shall be furnished:

Key-operated ignition switch
(b)
Voltmeter, indicating extent of battery charge or discharge
(c)
Fuel gage
(d)
Speedometer
(e)
Recording odometer or hubodometer
(f)
Oil pressure gage with visible and audible warning for low oil pressure
(g)
Engine coolant temperature gage with visible and audible warning for overheated
engine
(h)
Indicator light to show headlight high-beam operating
(i)
Indicator light to show operation of stoplights
(j)
Turn signal pilot indicator
(k)
Transmission high temperature gage, when an automatic transmission with a retarder
is furnished
