3.3.1- `Engine. The carrier shall be powered by a diesel engine
complete with all accessories instruments, and gages required
for operation. An hourmeter, engine, or carrier cab panel mounted,
shall be furnished. The carrier engine may be used, if manufacturer's
standard design, to provide the power source to the revolving
superstructure. The engine shall conform to the requirement of the
Environmental Protection Agency (EPA) Federal Emission Standards.
3.3.2 Transmission. The carrier
shall be furnished with a
transmission system and a clutch to
provide-not less than 13 forward and
2 reverse speeds. Maximum speed in
the lowest forward and reverse
gear shall be not more than 3.2 mph
when operating at governed engine speed.
3.3.3 Brakes. The carrier shall be provided with services parking~

3.3.6 Cab. The carrier shall be provided with the manufacturer's

or electric operated windshield wiper shall be provided. A personnel
heater and defroster with heat ducted from heater shall be furnished.
Instruments and gages as required in 3.3.1 shall be panel mounted
in the cab. All instruments, gages, and controls shall be clearly
marked as to use and function. Right and left side carrier mounted
mirrors shall provide for rearward unobstructed vision. The mirrors
shall be the heavy duty, west coast type with lock or ratcheting heads
and brush guards, each with at least three support arms. Each mirror
assembly shall be capable of folding to reduce the overall width of the
vehicle. The cab shall be provided with a padded sun visor. All doors
and ignition will utilize the same key and be interchangeable with all
other cranes procured under this procurement.
3.3.7 Outriggers. Four hydraulically-powered outriggers capable
of leveling and providing stability to the crane during crane operation
shall be "furnished. Devices to accurately determine when crane is level
shall be installed in a position convenient to the outrigger controls.
