2.3 Order of precedence.  In the event of a conflict between
the text of this specification and the references cited herein
(except for associated detail specifications, specification sheets
or MS standards), the text of this specification shall take
precedence.  Nothing in this specification, however, shall supersede
applicable laws and regulations unless a specific exemption has been
obtained.
REQUIREMENTS

3.1 First article (preproduction)  inspection.  A first article
of the completed dispenser shall be produced by the contractor prior
to manufacture or fabrication of dispensers in quantity.  The
dispenser shall be submitted to the Government for examination and
tests to determine conformance to the requirements of this
specification.
3.2 Initial production inspection.  When specified in the
contract, the contractor shall furnish to the Government one or more
dispensers, which shall be fully representative of dispensers
proposed to be furnished under the contract, with all current
modifications included in and on the selected dispenser.  This
dispenser(s) shall be submitted to the Government for inspection and
tests to determine conformance to this specification.  If the
dispenser(s) meets all requirements of this specification, no
modifications shall be applied to subsequent dispensers to be
produced under contract without prior approval by the Government.
3.2.1 Production dispenser.  The dispenser with and without
rated payload (See 6.9.7) shall complete the first 500 test miles
(See Table VI) without change in the normal combat load center of
gravity (See 3.5) and shall consist of the following:
a.
40% hard surface roads
b.
50% second
c.
10% cross country
3.2.2 Mine mission test.  The M128 mine Dispenser shall
successfully complete a five (5) day mission, consisting of laying
four (4) 1000 meter minefield during each twenty-four (24) hour
period.
3.3 Material.  Materials shall be in accordance with the
applicable drawings, specifications and standards.
3.3.1 Optional equipment.  When required, optional equipment
and its specific requirements shall be as specified (see 6.2).
Where applicable, this equipment shall meet the requirements
specified herein.
3.3.2 Repair parts.  When required, such repair parts as are
specified (see 6.2) shall be furnished.
