3.8.17 Paintinq.  All paint coats shall be evenly applied,
smooth, continuous and adherent, and shall cover only the surface
specified.  Precautions shall be taken to avoid contamination of
surfaces after cleaning, preparation and painting, to insure
compliance with the specification.  All sliding parts and operating
contact surfaces shall be free of paint.
3.8.18 Cleaninq.  After fabrication, parts and assembled
equipment shall be cleaned of smudges; loose, splattered or excess
solder; weld metal; metal chips; mold release agents, stray bolts,
and nuts, pipe compound, rust, stray gasket material or any other
foreign material which might detract from the intended operation,
(This would include any
function, or appearance of the equipment.
particles that could loosen or become dislodged during the normal
expected life of the equipment).  All corrosive material shall be
removed.  Whenever possible, this cleaning shall take place before
the parts are assembled into the equipment.  All assembled equipment
shall be cleaned of contaminants such as lubricating oils, mold
release agents, waxes, sand, corrosion products, solder fluxes,
finger prints, dust, etc.  The nature of the contaminant must be
determined to the extent that a suitable cleaning solvent can be
selected for its removal.  The inertness of the materials of
construction to the solvent must be determined to prevent damage to
electrical and mechanical properties-  After cleaning, moving parts
should be relubricated and the assembly allowed to dry to remove
trapped or soaked cleaning fluid.  Cleaning processes shall have no
deleterious effect on the equipment or parts.
QUALITY ASSURANCE PROVISIONS

4.1 Responsibility for inspection.  Unless otherwise specified
in the contract or purchase order, the contractor is responsible for
the performance of all inspection requirements as specified herein.
Except as otherwise specified in the contract or purchase order, the
contractor may use his own or any other facilities suitable for the
performance of the inspection requirements specified herein, unless
disapproved by the Government.  The Government reserves the right to
peform any of the inspections set forth in the specification where
such inspections are deemed necessary to assure supplies and
services conform to prescribed requirements.
4.1.1 Responsibility for compliance. All items must meet all
requirements of sections 3 and 5.  The inspection set forth in this
specification shall become a part of the contractor's overall
inspection system or quality program. The absence of any inspection
requirements in the specification shall not relieve the contractor
of the responsibility of assuring that all products or supplies
submitted to the Government for acceptance comply with all
requirements of the contract. Sampling in quality conformance does
not authorize submission of known defective material, either
indicated or actual, nor does it commit the Government to acceptance
of defective material.
