3.5.4.3 Side facing seats. When rear entrance doors are provided, a bench seat extending the
full length of the rear compartment shall be provided on each side of the body for seating
passengers. The bench frames shall be of all metal construction with slat type hardwood back
rests and seats. The bench height measured from the floor to the front edge of the bench shall be
13 inches plus or minus 1 inch.
3.5.4.4 Forward facing seats. When a side entrance door is provided, forward facing bench
type fiberglass seats in the normal configuration for 15-passenger vans shall be furnished. Seat
belts shall be furnished for each passenger and shall meet the requirements of Federal Motor
Vehicle Safety Standards 208, 209, and 210.
3.5.4.5 Rear compartment windows. When a rear entrance door and side facing bench seats
are provided, no side windows shall be provided in the rear compartment. When a side entrance
door and forward facing bench seats are provided, side windows shall be of the one-way privacy
type or no side windows shall be provided, at the manufacturer's option. When side windows
that normally would open are furnished, they shall be screened to prevent opening.
3.5.4.6 Covering for rear compartment windows. All windows in the rear compartment shall
be screened with steel screen of 1/8-inch minimum diameter having a maximum of 3/8-inch
mesh opening or shall be screened with flattened, expanded metal of equivalent strength. The
screen shall be welded or otherwise permanently attached to the body. The screen installations
shall prevent passengers from knocking out or kicking out the screens.
3.5.4.7 Roof ventilators. Two roof type powered ventilators with rainproof covers shall be
installed in the rear compartment at the approximate centerline of the vehicle. Each ventilator
shall be of the power intake type having a capacity of not less than 200 cubic feet per minute. A
variable speed control for the ventilators shall be mounted on the instrument panel. The
ventilators shall be covered on the inside with heavy wire screen of at least 14 gage wire with
1/4 square inch openings. Screen installation shall prevent passengers from knocking in or
pulling down the screen with their hands. All wiring shall be completely inclosed to preclude
tampering.
3.5.4.8 Domelight. A domelight shall be installed in the rear compartment operable from a
switch mounted on the instrument panel and by a rear or side door operated switch. The light
shall be tamper proof; electric wiring shall be enclosed inside body framing or installed in metal
conduit. The light shall be protected with a heavy wire screen or expanded metal cage. The cage
construction and installation shall prevent passengers from both knocking in or pulling down the
cage with their hands.
3.5.4.9 Insulation. Insulation shall be provided in the exterior doors, walls, and ceiling of
the body and shall provide resistance to transfer of heat equivalent to the protection afforded by a
l-inch thick batt having a thermal conductivity (k) of 0.24 in normal ambient air temperatures.
